In a heartwarming Yuletide message, the Director General of Voice of Nigeria, Mallam Jibrin Baba Ndace, has expressed warm wishes to all Christians across the globe in commemoration of the year 2023 Yuletide season. 

On behalf of the Voice of Nigeria family, the DG calls on everyone to come together and celebrate in the spirit of togetherness that defines this special season.

 The DG recognized forgiveness, humility, and genuine love for all as the hallmark of the Christmas celebration.

He said the Yuletide season is a period for sober reflections to bring about positive change in society.

While further felicitating with all Christians, the Director General called on all Nigerians to pray for and keep faith and hope in the present administration and the ability of its institutions to return the country to the path of sustainable development in a secured atmosphere. 

Mal Ndace then urged the people to go into the New Year with optimism and resilience believing in God for a prosperous 2024, adding that Voice of Nigeria under his leadership is determined to spread positive Nigerian and African stories to the world.

FG INITIATES NON-KINETIC MEASURES TO EXTIRPATE BANDITRY AND KIDNAPPING - MINISTER.
As part of the Federal Government's efforts to halt the incessant cases of banditry and kidnapping, an initiative tagged FULAKO has been introduced to provide basic needs for communities prone to these security challenges.

The Honorable Minister of Information and National Orientation, Alh Mohammed Idris, FNIPR, stated this at the Central Council Meeting of the Jama'atu Nasirl Islam [JNI] in Minna, the Niger State capital.

The Minister, conveying the condolences of the President to the President General of [JNI] Alh Muhammad Sa'ad Abukar and the entire Muslim ummah, said, "The president commiserates, sympathizes, and empathizes with the people and Government of Kaduna State, especially the inhabitants of Tudun Biri where the unfortunate incident of bombing took place."

The Minister then announced that President Tinubu had approved the commencement of the FULAKO Initiative, in which the Federal Government will build houses, clinics, schools, veterinary hospitals, empowerment initiatives, and solar-powered energy, among others, as part of the non-kinetic response to the problems of banditry and kidnapping in the North.

The Minister added that the FULAKO Initiative is President Tinubu's unique humanitarian response to cushion the effect of banditry in some communities in Zamfara, Kebbi, Katsina, Kaduna, Niger, and Benue States.

The Minister further called on the President General of JNI, His Eminence, Dr. Muhammad Sa'ad Abubakar, the Sultan of Sokoto, and other prominent Muslim leaders to help calm frayed nerves in the aftermath of the unfortunate Tudun Biri incident.

The Minister also added that the new initiative is part of the Renewed Hope Agenda of the President, which seeks to reform the economy, guarantee national security, achieve food security, unlock our natural resources' potential, build infrastructure with a focus on health and social investment, as well as accelerate diversification and innovation and improve good governance delivery.

Other measures announced by the Minister include the 75 billion Presidential Conditional Grant Scheme and a Value Charter that will redefine our core values as Nigerians.

Earlier in his remarks, the Sultan of Sokoto, His Eminence, Alh Muhammad Sa'ad Abubakar, admonished the Muslim Ummah to take the unfortunate drone attack as an act of Allah, and JNI will ensure that the victims get justice. In his welcome address, the Governor of Niger State, Umaru Mohammed Bago, represented by the Deputy Governor, Comrade Yakubu Garba, called on JNI to sustain the age-long mandate of the organization to unite and promote Islamic scholarship while assuring them of the state government's commitment to providing an enabling environment for peaceful co-existence.

Other speakers at the event included the Director-General of the National Hajj Commission, the guest speaker, Prof Khalifa Dikwa of the University of Maiduguri, among others.

On the entourage of the Minister was the Director-General of the Voice of Nigeria, Mal Jibrin Baba Ndace, and other staff of the Ministry of Information and National Orientation.

The Director General, Voice of Nigeria Mal. Jibrin Baba Ndace has called for attitudinal change in all stakeholders in the Information Landscape to reverse the rampant cases of fake news flooding the media space. 

He stated this at the Directorate of Army Public Relations, Nigerian Army School of Public Relations and Information Media Workshop on the topic "Combating Fake News: Role Stakeholders in Digital Media.  

He took the opportunity to share with participants the place of fact-checking as a critical aspect of our contemporary Information Landscape. 

He continued by highlighting the terms: Fake News, Media Stakeholders, and Digital Media Landscape to shape the perspectives on the discussion. 

He shared with the participants his personal experience as the Chief Press Secretary to Niger State and as an embedded journalist in the fight against insurgency in the North East as well as the documentation of his experience in three books: the trilogy. 
The DG also expressed his desire to use the platforms in Voice of Nigeria to help stem the proliferation of Fake news and particularly support the Nigerian Military. 

 Mal. Ndace then added that Combating Fake News in the Digital Media Landscape requires the effort of all stakeholders to understand the threat, adapt to the evolving Digital Landscape, and a collective fostering of an information environment characterized by accuracy, credibility, and trustworthiness.

He concluded that Combating Fake News in the Digital Media Landscape requires that we engage in checking the sources of information before sharing it with the public. 
Prof Cosmos Eze of the Mass Communication Department, Ahmidu Bello University, Zaria also made a presentation on Fake News: An Impediment to Military Operations at the workshop which was followed by group discussion, questions and answers as well as comments from other guests.

AISHA BURA DEFEATS  INCUMBENT, EMERGED NATIONAL PRESIDENT NAWOJ IN ABUJA. By Yunusa Abugi in Abuja. 

A new President of the Nigevria Association Women Journalists, (NAWOJ) has emerged after fierce battle for the top leadership position of the union. 

Bura defeated Ladi Bala with a wide margin to the surprise of many who had thought the power of incumbency would have helped her secure a second tenure of three years. 

It would be recalled that Bura lost against Ladi in 2020 in Minna Niger State but re-strategized and returned this year to achieve her dream.
However, some commentators opined that they saw the defeat coming the considering the abysmal performance and shameful display of arrogance by the outgone exco led by Ladi Bala. 

Whether they were able to deliver on their promised array of welfare packages for the members raises more questions than answers.  

Whatever your opinion might be, the deciding factor for this outcome is simply either to embark on an empty consolidation trip or pint tent with new hope.

 With the EMPTY CONSOLIDATION out of the way, the way forward is for the new team to take the plights of members very seriously, embrace consultation, partnerships, and expand efforts to reunite NAWOJ.

Niger State Governor, Hon. Mohammed Umaru Bago has said the Africa Sustainability Outliers (ASO) Award conferred on him will spur him and his team to deliver more dividends of democracy to the people of the State.

Speaking at the African Union Headquarters, in Addis Ababa, Ethiopia, the Secretary to the State Government (SSG), Alhaji Abubakar Usman who received the Award on behalf of Governor Umaru Bago stated that the Award, which is an acknowledgment of Governor Bago’s landmark achievements in the State, is quite encouraging.

The Governor reassured the people of the State of his administration’s firm resolve to continue to put them first and fulfill his promises.

According to the Governor, “the Africa Sustainability Outliers (ASO) Award is driven by a profound commitment to advancing sustainability across Africa, adding that the award is more than just accolades; is instrumental in shaping a brighter and more sustainable future for Africa”.

He explained that the ASO Award which is a beacon of hope for the African Spirit, a catalyst for change, and a testament to the exceptional and tireless efforts of Africans rewriting Africa’s narrative would no doubt encourage him to bring rapid development to the State.

NIGER BULLETIN-Mallam Jibrin Baba Ndace, the new Director General/Chief Executive Officer of the Voice of Nigeria (VON), has expressed deep appreciation to the Commander-in-Chief of the Armed Forces of Nigeria, His Excellency President Asiwaju Bola Ahmed Tinubu, and Honourable Minister of Information and National Orientation, Alhaji Mohammed Idris (Malagi).

Mallam Ndace also extended his appreciation to his family, friends, mentors, mentees, and colleagues for their warm congratulations.

In a statement, Mallam Ndace shared his overwhelming sense of gratitude for the outpouring of love and support he has received since his appointment. He highlighted the importance of encouragement in motivating him to achieve more in his new role.

NIGER STATE UNIVERSITY OF EDUCATION TAKES-OFF WITH IMPLEMENTATION COMMITTEE



Niger State Governor, Hon. Mohammed Umaru Bago has approved the constitution an  Implementation Committee to kick-start activities for the take-off of the newly licensed Niger State University of Education, Minna.

A statement issued by Secretary to the State Government (SSG), Alhaji Abubakar Usman disclosed that the Committee is to be chaired by Prof. Mohammed Kuta Yahaya of the University of Ibadan and former Secretary to the Government of Niger State while the Secretary to the State Government serves as the Co-Chairman of the Committee and Dr. Abdul Hussaini, Permanent Secretary, Ministry of Lands is the Secretary.

Members of the Committee include Prof. Rasheed Haruna, Provost, Federal College of Education, Kontagora, Prof. Yakubu Mohammed Auna, Provost, College of Education, Minna, Mohammed Datti Usman, former Registrar, Federal University of Technology, Minna, Barr. Abbas Bello, former Head of Service, Niger State, Prof. Busrah Zakariyau, Department of Entrepreneurship, Federal University of Technology, Minna and Dr. Abubakar Bala Shehu, Deputy Provost, Academics, College of Education, Minna, the statement revealed.  

Other members of the Committee are Mallam Sule Ndako, Director, Research and Development, College of Education, Minna, Mrs. Azumi S.K. Ndayako, Registrar, Edusosko University, Bida, Hon. Commissioner, Tertiary Education, Hon. Commissioner, Budget and Planning, Permanent Secretary, Ministry for Local Government Affairs, Hajiya Hassana Adamu, former Commissioner for Gender Affairs, Dr. Dauda Mohammed Kontagora and Engr. Dr. Sadiq A. Mohammed, Federal University of Technology, Minna, the statement further disclosed.

The statement disclosed members of the Secretariat to include Dr. Murtala M. Bagana who is also the Assistant Secretary, Dr. Mamman S. Abubakar, Ibrahim Badamasi Babangida University, Lapai, Mallam Yabagi Alfa, former Registrar, College of Education, Minna and Engr. Abdullahi Ketso. 

It would be recalled that the National Universities Commission (NUC) recently granted a license to Gov. Umaru Bago’s administration to establish a new, full-fledged State-owned University, named the Niger State University of Education, Minna.

This landmark achievement is in furtherance of the present administration’s concerted efforts towards increased access to quality University education for the teeming Nigerlites.

The name Jibrin Baba Ndace isnt a strange one in the media and public relations parlance, hence his recent appointment as Director General/Chief Executive Officer of Voice of Nigeria (VON) come to many not as a surprise but a worthy one, where a square peg is rightly in a square hole.

Having acquired a remarkable career as an award-winning journalist, former Chief Press Secretary to the Governor of Niger State, and a wealth of experience in public relations and media consultancy, Ndace’s leadership promises to bring a fresh perspective to VON and address critical issues, including countering violent extremism and hate speech in the digital age.

Born on August 17, 1974, this 2002 graduate in English from Bayero University, Kano, has charted an exceptional journey through the realms of journalism, international diplomacy, and peace advocacy.

Here are 20 fascinating facts about the man poised to shape VON’s future.

He is an award-winning journalist, recognized for his contributions to the field.
Prior to his current role, he held the position of Chief Press Secretary to the Governor of Niger state.
His career spans over a decade and encompasses both journalism and public relations.
Mallam Ndace has made a name for himself as a Public Affairs commentator, Media Consultant, Youth Vanguard, and Peace Advocate.
He is actively involved in countering violent extremism and hate speech within the social media space, earning him recognition as a global change agent.

DETAILS OF THE DISTRIBUTION TEMPLATE OF PALLIATIVES NIGER STATE. 

Committee Membership
1. The committee automatically includes serving or former elected officials from various governmental, religious, and traditional institutions.

Purpose and Partisanship
2. The initiative focuses on the welfare of Nigerlites and operates in a completely non-partisan manner.

Implementation and Transmission
3. Committees will relay information and resources to their respective Wards, Local Governments (LGs), and Polling Units (PUs).

Budget Allocation
4. Niger State comprises 25 LGAs. Twenty-one of these will receive 10 million Naira each per Ward. Four specific LGAs (Chanchaga, Bida, Suleja, and Kontagora) will receive 20 million Naira each per Ward, totaling 3.22 billion Naira.

5. The detailed budget breakdown confirms a total of 3.22 billion Naira.

6. Traditional Institutions will receive 80 million Naira.

7. Internally Displaced Persons (IDPs) will receive 75 million Naira.

8. Logistics and security are allocated 110 million Naira.

9. Political parties will collectively share 150 million Naira.

Additional Contributions
10. Awaiting the arrival of 40,000 bags of maize from the federal government, worth 1 billion Naira, which will be distributed among 4,950 Polling units. Another 5 trucks of rice will also be coming from federal government. 

11. The State Government will contribute an additional 10,000 bags of maize. (50,000 bags of maize in total).

Total Budget
12. The overall budget, including all contributions, stands at 5.23 billion Naira. An additional 230 million Naira will be added by the state government.

Repayment Plan
13. The funds are loans to be repaid over 20 months, with the Federal Government covering 42% and the State and Local Governments covering 58%.

Disbursement
14. Funds will be transferred to Local Government Council Accounts by Monday morning.

Local Decision Making
15. Local Government Committees will determine the food items to purchase based on the needs of each Ward.

Economic Impact
16. The decentralized distribution aims for timely and speedy dissemination of funds, stimulating the local economy with a direct injection of over 5.23 billion Naira.

Government Policy and Projects
17. Support for the current government is encouraged, as numerous projects are on track. The government has just signed the contract for state urban renewal projects, starting from Minna and Bida, followed by Suleja and Kontagora. Additionally, about 556 km of roads will be constructed across the state over the next four years.

18. A bursary for tertiary students in the state will be revived to ease the financial burden on parents.
19. Receipt of five trucks of rice per Ward is confirmed.

Miscellaneous
20. An additional 2 billion Naira is expected from the Federal Government.

21. The Niger State Government will advance the 2 billion Naira pending federal government repayment.

22. Distribution templates have been established and must be adhered to.

23. Public officials are required to return to their communities for the distribution exercise.

24. Public holidays are declared on September 6th, 7th, and 8th (Wednesday, Thursday, and Friday) for palliative distribution; officials must ensure grassroots delivery. Anyone caught in diverting the parliatives to be jailed. 

25. Procurement is underway for 200 CNG-operated luxurious buses.

26. Free public transport will be available for all students in Niger State, both public and private.

27. Discounted transport rates for Civil Servants will be effective before December 2023.

28. Bus allocation: 100 for the Suleja-Abuja route, 50 for Minna, and the remaining 50 distributed among other LGAs.

29. The Ministries of Land and Agriculture are directed to allocate 10,000 hectares of arable land per LGA for cultivation; the target is allocate 250,000 hectares by December 2023.

30. Farm machinery procurement is in progress.

31. The pilot program will employ 500,000 young people in the agricultural sector.

32. The initiative will also employ 400,000 women as Shea nut pickers.

NIGER GOVERNOR EMBARKS ON AMBITIOUS URBAN DEVELOPMENT: SIGNS CONTRACTS.


Gov. Mohammed Umaru Bago of Niger State on Thursday signed contracts with two firms for the construction of the Bida ring road and rehabilitation of Minna township roads.

Explaining the context of the work, Gov Bago said that a bypass from Pago to Garatu is among over 20 roads to be done under the Minna township roads project.

He further said "the bye-pass will be constructed around an area covering 100,000 square kilometres while the Bida ring road will be around 40,000 square kilometres".

Gov Bago said the road projects were in line with his Urban Renewal programme, adding that both the Minna and Bida projects are under phase one of the programme.

The NigerInfoBuletin reports that China Civil Engineering Construction Company (CCECC) will handle the township road rehabilitation in Minna within 24 months while the ring road project in Bida will be executed by Arab contractors within 30 months.

The governor further said the second segment of the Minna township roads rehabilitation project has been advertised.

According to him, the projects would open up the areas and generate about N1 trillion and N200 billion respectively, which will be used to finance more projects.

He assured the contractors of security while warning that the government would not entertain requests for variations.

“Funds have already been earmarked for the projects with a 25 per cent advance payment guaranteed,” he said.

Gov Bago directed the contractors to employ indigenous skilled and non skilled workers, especially the youth, adding that a register would be opened for those interested in being part of the projects.

The governor also announced that similar road contracts for Suleja and Kontagora will be signed in the next 30 days.

Earlier, the Permanent Secretary, of the Ministry of Works, Alhaji Hassan Baba-Etsu said the projects were unprecedented in the history of the state. He added that the contractors were carefully selected through a thorough process.


Also speaking, the Managing Director, of CCECC, David Wang and that of Arab Contractors, Mohammed Eledaruis assured the government of the timely completion of the projects.

On his part, the Project Consultant, Olatunji Ajayi, said the projects will have multiplier effects on the economy of the state.

Nigerinfobulltin.blogspot.com reports that the state Commissioner of Works, Alhaji Suleiman Umar, signed the contract on behalf of the government while Wang and Eledaruis signed for their respective firms.

He said that the two projects would create 2,500 direct jobs and 12,000 indirect jobs.(NAN)

#NIGERINFOBULLETIN has received information that the Niger State Government has completed arrangements to host a Grand Reception in honour of the newly appointed Ministers of the Federal Republic of Nigeria by President, Asiwaju Ahmed Bola Tinubu, distinguished Senators, Honourable members of the House of Representatives and members of the State House of Assembly.

In a statement issued by the Secretary to the State Government (SSG), Alhaji Abubakar Usman said other persons to be honoured include the Honourable Commissioners, Special Advisers and other Political Appointees.

The statement further stated that the Grand Reception is billed to hold on Saturday, 9th September, 2023 at the Justice Idris Legbo Kutigi International Conference Centre, Minna by 8:00 pm prompt.

According to the statement, the Special Guests of Honour expected at the event are the Etsu Nupe and other Emirs, while the Governor, Rt. Hon. Muhammed Umaru Bago is expected to be the Chief Host.

NIGER GOVERNOR SETS N7.5 BILLION MONTHLY IGR TARGET  FOR THE STATE REVENUE SERVICE 
Niger State Government has set a target of 7.5 billion naira monthly Internally-Generated Revenue (IGR) from harmonized collections beginning from 1st January, 2024. 

This was disclosed by the State Governor, Rt. Hon. Mohammed Umar Bago while declaring open a 2-Day Retreat on Revenue Harmonization in Niger State organized by the State Internal Revenue Service held at the Royal Institute for Training and Human Capital Development, Zuma Rock Resorts, Suleja.

The Governor who was represented by Secretary to the State Government (SSG), Alhaji Abubakar Usman further revealed that the State Revenue Service’s expectations beginning from September this year is pegged at a monthly return of 4.5 billion naira from the harmonized collections.

Rt. Hon. Bago charged participants to explore all necessary avenues of boosting Government revenue streams starting with the harmonization of collection by the Ministries, Departments and Agencies (MDAs) and the 25 Local Government Councils as provided by the State Tax Administration and Consolidation Law 2022.

He explained that Government has to harmonize the process of Revenue Collection to create synergy in IGR collection between MDAs and Local Government Councils, minimize leakages and loss of revenue from inefficient collection systems such as manual cash collection and the use of untrained personnel and consultants and reduce incidences of multiple taxations thus placing less burden on businesses, individuals and attract local and foreign investors among several others.

The Governor divulged that by this arrangement, the full implementation of the Law empowering the Niger State Internal Revenue Service as the sole collector and clearinghouse of all Taxes, Levies, Fees and Charges due to MDAs and LGAs becomes effective.

Rt. Hon. Bago urged resource persons to ensure they do justice to all issues that will be discussed, adding that every stakeholder needs to understand their responsibilities clearly to avoid overlap and undue rivalry.

The Speaker, Niger State House of Assembly, Rt. Hon. Abdulmalik Sarkin Daji and the Emir of Kagara, Malam Ahmed Garba Gunna Attahiru II in their separate remarks assured the State Internal Revenue Service of their support.

The Chairman, Niger State Internal Revenue Service, Mohammed Madami Etsu said experts on revenue generation and administration were invited to make presentations and contribute in articulating the way forward in revenue generation for the State at the retreat.

The retreat is organized for Commissioners, members of the State House of Assembly, Special Advisers, Local Government Chairmen and Heads of MDAs.

NIGER GOVERNOR TERMINATES ALL REVENUE ENFORCEMENT APPOINTMENTS. 
Niger State Governor, Rt. Hon. Mohammed Umaru Bago has directed the termination of appointments of all Consultants, Service Providers and Contractors in the Internally Generated  Revenue (IGR) enforcement and collection currently engaged by the Niger State Internal Revenue Service and Ministries, Departments and Agencies (MDAs) in the State.

Information Officer SSG’s Office credited to the Secretary to the State Government (SSG), Alhaji Abubakar Usman disclosed that Governor Umar Bago ordered the termination of their engagements with immediate effect.

The statement further explained that Government's decision to terminate their services is aimed at enhancing the efficiency and transparency of revenue collection processes within the state. 

"Alhaji Usman stressed that the measure is part of the broader efforts by the present administration to ensure a more organized and accountable revenue generation system, adding that it would also foster sustainable economic growth in the State".

The statement further 
requested those affected by the termination to return all Government properties including official vehicles and other relevant documents in their possession to the Permanent Secretary or the most senior Director in their respective organizations, without delay.

KEY INTO PRESENT ADMINISTRATION POLICY, STAFF OF THE NIGER STATE SCHOLARSHIP BOARD TOLD.

The Secretary Niger State Scholarship Board, Comrade Sani Mohammad Usman has told the staff of the Niger State Scholarship Board to key into the policies of the present administration, he stated this at a general meeting held with the staff of the Board in minna.
He said the meeting was a follow up to the recent interactive session with His Excellency, the Executive Governor of Niger State Rt. Hon. Mohammad Umar Bago recently.
The Secretary stated that the present administration of Governor Umar Bago is poised in repositioning the Scholarship Board for effective service delivering to the Niger State Students.
Comrade Sani therefore, reminded the staff of the Board of their responsibilities as core Civil Servants and should be ready to implement government policies for the benefit of the entire Nigerlites. 
He further called on the staff to shown act of truancy, absenteeism and coming to office late as this will no longer be tolerated.
He said that the recent posting of the desk and schedule officers attached to various tertiary institutions across the country is for transparency and accountabilities for service delivery. He then urged the newly appointed schedule officers to be accommodative and patient in handling students matters.   
He said about Six Thousand Seven Hundred (6,700) students of Niger State origin had applied for the 2021/2022 scholarship awards and the portal for the 2022/2023 academic season is now open for eligible Nigerlites to apply. 
The Secretary, Comrade Sani Usman, then appreciated the Governor Unar Bago for his unflinching support to the Niger State students.

NEWS DIGEST – The Vice President Elect, Senator Kashim Shettima, Governor of Niger State, Alh. The books which highlights the war against Boko Haram/ISWAP insurgency in the North-east of Nigeria, were written specifically to aid the visualization of the horrors terrorists metted on citizens and how the Nigerian Army and other security agencies, Civilian JTF confronted them under the leadership of the 20th Chief of Army Staff, Lt.- Gen Tukur Yusufu Buratai.

The books titled “Walking the War Front with Lt. Gen. TY Buratai,” “Duty Call Under Buratai’s Command” and “The Lonely Grave and Other Poems – an anthology are all richly crafted to hold readers spell bound. 

The books will be reviewed by the Special Adviser to the President on media, Mr. Femi Adesina and former Director, Army Public Relations, Brig-Gen. Sani Usman Kukasheka (retd).

“Lt. Gen TY Buratai is a retired Nigerian army General, former Chief of Army Staff, who was appointed in 2015 and retired in January 2021,” he said.
