FGN LIFTS SUSPENSION OF TWITTER OPERATIONS
The Federal Government of Nigeria (FGN) directs me to inform the public that President Muhammadu Buhari, GCFR, has approved the lifting of the suspension of Twitter operation in Nigeria effective from 12am tonight, 13thJanuary 2022. The approval was given following a memo written to the President by the Honourable Minister of Communications and Digital Economy, Prof Isa Ali Ibrahim. In the Memo, the Minister updates and requests the President’s approval for the lifting based on the Technical Committee Nigeria-Twitter Engagement’s recommendation.
- You may recall that on 5th June 2021, the FGN suspended the operation of Twitter through an announcement made by the Honourable Minister of Information and Culture, Alh Lai Mohammed. Thereafter, the President constituted a seven-man Presidential Committee to engage Twitter Inc. Subsequently, in its wisdom, the Presidential Committee set a 20-member Technical Committee comprising all relevant government agencies. The Technical Committee engaged and worked directly with the Twitter team.
- The immediate and remote cause of the suspension was the unceasing use of the platform by some unscrupulous elements for subversive purposes and criminal activities, propagating fake news, and polarising Nigerians along tribal and religious lines, among others. These issues bordering on National Security, Cohesion and the effects of the abuse of the Twitter platform forced the FGN to suspend the operation of Twitter to address the direct and collateral issues around its operations in Nigeria.
- The new global reality is that digital platforms and their operators wield enormous influence over the fabric of our society, social interaction and economic choices. These platforms can be used as either a tool or a weapon. Every nation is grappling with how to balance its usage efficiently. Without balancing, every citizen’s security, privacy, social well-being, and development are at stake. Therefore, our action is a deliberate attempt to recalibrate our relationship with Twitter to achieve the maximum mutual benefits for our nation without jeopardising the justified interests of the Company. Our engagement has been very respectful, cordial, and successful.
- The process of resolving this impasse between the FGN and Twitter Inc. has helped lay a foundation for a mutually beneficial future with endless possibilities. Twitter is a platform of choice for many Nigerians ranging from young innovators to public sector officials who find it helpful to engage their audience. Therefore, our engagement will help Twitter improve and develop more business models to cover a broader area in Nigeria. Furthermore, the FGN looks forward to providing a conducive environment for Twitter and other global tech companies to achieve their potential and be sustainably profitable in Nigeria.
- While appreciating all Nigerians, especially the vibrant Nigerian youths who have borne with the long wait to resolve this impasse, the FGN is happy to say that the gains made from this shared national sacrifice are immeasurable. Some of the gains include:
- Ongoing economic and training opportunities as the Company continues to consider expanding its presence in Nigeria;
- Getting a better understanding of how to use the Twitter platform effectively to improve businesses;
- Revenue generation from the operation of Twitter in Nigeria;
- Smooth and coordinated relationship between Nigerian Government and Twitter leading to mutual trust;
- Reduction of cybercriminal activities such as terrorism, cyberstalking, hate speech, etc.; and
- Working with Twitter and other global companies to build an acceptable code of conduct following the global best practice.
- The FGN has asked Twitter to fulfil some conditions before restoring its services. These conditions addressed legal registration of operations, taxation, and managing prohibited publication in line with Nigerian laws. Twitter has agreed to meet all the conditions set by the FGN. Consequently, the FGN and Twitter have decided on an execution timeline, which has started this week. Our engagement with Twitter opens a new chapter in global digital diplomacy and sets a new operational template for Twitter to come back stronger for the benefit of Nigerians.
The following are the resolutions agreed with Twitter. Inc.:
- Twitter has committed to establishing a legal entity in Nigeria during the first quarter of 2022. The legal entity will register with the Corporate Affairs Commission (CAC). The establishment of the entity is Twitter’s first step in demonstrating its long-term commitment to Nigeria.
- Twitter has agreed to appoint a designated country representative to interface with Nigerian authorities. The Global Public Policy team is also directly available through a dedicated communication channel.
- Twitter has agreed to comply with applicable tax obligations on its operations under Nigerian law.
- Twitter has agreed to enrol Nigeria in its Partner Support and Law Enforcement Portals. The Partner Support Portal provides a direct channel for government officials and Twitter staff to manage prohibited content that violates Twitter community rules. At the same time, the Law Enforcement Portal provides a channel for the law enforcement agencies to submit a report with a legal justification where it suspects that content violates Nigerian Laws. Taken together, these represent a comprehensive compliance apparatus.
- Twitter has agreed to act with a respectful acknowledgement of Nigerian laws and the national culture and history on which such legislation has been built and work with the FGN and the broader industry to develop a Code of Conduct in line with global best practices, applicable in almost all developed countries.
- Therefore, the FGN lifts the suspension of the Twitter operations in Nigeria from midnight of 13th January 2022. We encourage all users of the Twitter platform to maintain ethical behaviour and refrain from promoting divisive, dangerous, and distasteful information on the platform. As patriotic citizens, we need to be mindful that anything illegal offline is also illegal online and that committing a crime using a Nigerian Internet Protocol (IP) is synonymous with committing a crime within our jurisdiction.
- Considering Twitter’s influence on our democracy, our economy, and the very fabric of our corporate existence as a Nation, our priority is to adapt, not ban, Twitter. The FGN is committed to working with Twitter to do anything possible to help Nigerians align and navigate Twitter algorithmic design to realise its potentials while avoiding its perils.
- In his approval, the President appreciates the Presidential Committee led by the Honourable Minister of Information and Culture, Alh Lai Mohammed, for the supervisory role and guidance given to the Technical Committee during the engagement. Similarly, the Presidential Committee commends the Technical Committee for a professional, robust and productive engagement with Twitter Inc. It also appreciates Government Regulatory Agencies and Internet Service Providers who implemented the FGN’s directives during the suspension.

Niger State Commissioner for lands and housing, Barr. Mukhtar Ibrahim Nasale has said that the three days demolition exercise carried out on a segment of Minna Industrial Layout, code named MTP 54 was done to effect the Appeal Court judgement and not to witch-hunt anyone.
The Commissioner made this clarification while addressing Journalists on Sunday, at the conference room of Niger State Urban Development Board, old Secretariat, Minna.
He said the land in question was acquired by the state government in 1984 for industrial purposes, with the aim of addressing the industrial needs of the state which will cover all forms of industrial and economic activities in the state, and that compensation was fully paid to the natives who owned the land.
Barr. Nasale explained that all lands belongs to the government and government has the right to acquire any land for the benefit of the people, but that there are processes to be followed such as identifying the land, meeting with the owners and explaining the reason for the acquisition as well as to pay them compensation, saying that the state government had followed all the processes as regards to MTP 54.
He disclosed that the state government after acquiring the land designed it and provided some infrastructures there, such as electricity, road network and allocated the place to interested persons who wants to develop it for industrial purposes, and that those allocated the place had even started construction on it before one of the original owners of the land went to court claiming that he was not compensated for his portion of the land.
The Commissioner said they have all documents backing the compensation including those who collected the money on behalf of each of the families who owned the entire MTP 54 land, but that the court still ruled against the government.
He said although they had reservation on the ruling but as law abiding government they decided to follow it up through legal process and as such appealed the judgement of the High Court in Minna, with stay of execution on the land in question and won the appeal recently.
He explained that in a normal circumstance when a land is under litigation no one deals on it until it has been resolved but that the natives went ahead and sold the land to people despite efforts of his ministry to enlighten the public through various means, on the status of the land in question.
Barr Nasale added that they won the appeal and the demolition exercise was in compliance with the court judgement, and that even without the court injunction the state has the right to stop any work which has no development permit, as according to the law, one must have an approval from the Urban Development Board before erecting any structure on his land.
He also disclosed that those given tittles of the land when it was converted to residential area in 2004 were allocated alternative land when it was reverted back to industrial area in 2008 after revocation of the earlier residential titles, saying government had every documents backing all the dealings on the MTP 54.
The Commissioner called on the general public to conduct a legal search from the ministry of lands and the state Urban Development Board, on any property they want to acquire. "Any paper given to you, go to ministry of lands to verify it, we have information of all lands," he said.
He also stated that the demolition exercise was to restore sanity for proper development to be carried out on the MTP 54, adding that the state will soon issue out time frame for developing the place and anyone allocated the land and does not have the capacity to develop it should give way for serious developers to come in.
The Permanent Secretary of the Ministry, Dr. Abdul Hussaini and the Acting General Manager of the state Urban Development Board, Mohammed Dzuru Baba directed that after the demolition exercise those allocated the land by the state government should go and develop their lands according to specification of the industrial layout, disclosing that about 125 structures were marked and removed for not observing the development plan of the area.

In a statement signed by the State Publicity Secretary Musa D. Sarkinkaji stated "that the yuletide season symbolizes perseverance, faith, hope and love; these are the virtues we appeal to Nigerlites to continue to exhibit as the state and the country navigates from the economic recession towards progress and stability".
While calling on Nigerlites to offer special prayers for the peace, unity and development in the state, "the Party further urged Nigerlites across religious divides to imbibe the virtues of tolerance, honesty, fairness, selflessness and peaceful co-existence which Jesus Christ espoused and exemplified during his earthly mission".
The statement added that "the manifestation of these virtues in our national life will without doubt propel our great state into becoming a more united, peaceful and progressive one".
..."There is no doubt that the times are difficult and the Niger state is facing enormous challenges, but we assure Nigerlites that the APC-led Government is committed to enthroning the promised change, and is working hard towards the goal of true transformation and development".
"We further urge Nigerlites to continue to pray for and support the bold efforts of His Excellency, the Executive Governor of Niger State, *Alhaji Abubakar Sani Bello-led* administration to resuscitate the economy, safeguard the state and instill probity in our national life".
SK then said "In this season of love and celebrations, we should all remember that with our collective prayers, unity and diligence, the goal of a prosperous, secured and stable nation is possible. And it is our prayer and wish that the New Year shall usher in economic growth, security and peace for all".
The publicity secretary then said "Once again, the Party congratulates all Christians on the occasion of Christmas and prays the message of Christmas fill our lives with warmth, joy and peace".

NIPR Holds Citizens Summit in Jos.
The Nigerian Institute of Public Relations (NIPR) has held the North Central Zone Citizens' Summit for National Integration Peace and Security in Jos, Plateau State.
Delivering an address at the event, Plateau State Governor Simon Lalong congratulated the NIPR and described the summit was well conceived.
Governor Lalong who was represented by the Deputy Governor, Professor Sunny Tyoden, said the theme of Summit which is “Reopen Conversation, Rebuild Trust" reflects the countries needs at the moment.
He urged the NIPR to maintain its patriotic zeal and focus on reopening conversations for nation building.
In his address, the National President of the NIPR, Mallam Mukhtar Sirajo stated that the core mandate of the professional institute is building and mending relationships for national development.
Mallam Sirajo emphasised that the Summit is not a problem finding process but a solution-driven one, aimed at partnering with critical stakeholders to achieve a pathway out of our current challenges as a nation.
He observed that the erosion of trust is attributable to the breakdown in communication among Nigerians, adding that diversity is the greatest blessing God has endowed Nigeria with.
Chairman of the occasion and Director-General, Industrial Training Fund, Sir Joseph Ari identified poverty and unemployment as a key drivers of crises and stressed the need to equip the Youth with relevant skills.
Lead papers were presented by the Director-General, Plateau State Peace Building Agency, Mr. Joseph Lengmang; President, Nigerian Political Science Association Professor Hassan Salihu and the Director, Institute of Education, University of Jos, Professor Rahila Gowon.
Chairman of the Niger State Chapter of NIPR, Mallam Musa Ladan Dangata Nupe who was among the discussants stressed the need for people to be sensitive to the plight of their neighbours and always lend a helping hand to faster unity and peace in our communities.
On his part, the Chapter Secretary, Mustapha Alhassan who was also on the panel of discussants, urged leaders to be cautious with their utterances in moments of crises and enjoined the media to be balanced and objective in reporting conflicts.
Also on delegation from Niger State were Mallam Mahmud Abdullahi, Executive Director Operations , Prestige FM Radio and Mallam Aliyu Jibo Garba, the Chapter Treasurer.
The NIPR will hold the National Citizens Summit, in Abuja before the end of the year.

The Nigerian police command in Niger state North Central Nigeria has rescued 15 passengers abducted by bandits along Bangi-Mangoro Road in Magama local government area of Niger state.
The Niger state Commissioner of Police Monday Bala Kuryas, stated this to the media on Wednesday in Minna the Niger state capital while parading suspected Criminals.
CP kuryas mentioned that the suspected bandits intercepted 2 Commercial buses conveying passengers from Mongoro to Bangi Market on the 11 of November 2021 where 15 passengers were abducted.
” The Command upon receipt of the information, mobilised a tactical team of the police in conjunction with the Military and local vigilantes where the 15 people were rescued unhurt”.
The Commissioner of Police further said his command has arrested another set of 10 suspected Kidnappers with over 500 cattles on the 6th of November,2021 in Sanfada Village of Lapai local government area of Niger state.
“The 2 victims abducted were rescued unhurt while the 10 suspects were arrested at the forest with about 500 rustled Cattles”.
“The Suspects were equally found with 2 Bajaj motorcycles, a sum of 270,000 Naira and 5 Cutlasses during interrogation by the police “.
CP Bala Kuryas who further commended the efforts of community members in sharing intelligence information to the security, equally stated that a syndicate of kidnappers was stormed by the police based on a tip-up, where 3 suspects were arrested at Ibeto Market of Magma Local government area.
“The suspects Abubakar Aliyu from Zamfara state, Confessed that his gang members Baleri, Abubakar, legbo, Ezekiel and Kanena presently at large, kidnapped 2 Victims. from their homes at Megaman daji and Erena villages in magama and shiroro local governments respectively and collected the sum of N8Million Naira before releasing the victims
“Another set of 2 armed robbers that invaded a mining site for robbing a victim of precious stones valued 6 hundred Thousand Naira and a sum of Nine hundred thousand Naira cash in Kati -iregi , Katcha local government area, we’re equally arrested by the police. “
The Niger state Commissioner of Police, Monday Bala Kuryas who reiterated the commitment of the police and other security agencies in curtailing the menace of crime activities emphasized that the Police under his command wouldcontinue to do the needful while soliciting members of the public to continue to give useful information to the police and other security agencies towards eradicating crimes and criminality in the state.
