MIGHTY ARMIES ON PAPER By Mahmud Jega

MIGHTY ARMIES ON PAPER

By Mahmud Jega

I am not surprised that Nigerian Army’s spokesman Brigadier General Onyema Nwachukwu came out with [oral] guns blazing at The Economist of London, which last week published an uncomplimentary editorial on Nigeria’s government and its army. It called Nigeria “A crime scene in the centre of Africa.” Which I think is okay because Britain itself is a historic crime scene in the centre of the world, of slavery, colonial exploitation, unprovoked warfare, economic undermining of nations and subtle instigation of conflicts dressed up as fine diplomacy.

The magazine said Nigerian Army “is mighty on paper” because it has not been able to end Boko Haram insurgency in ten years or, more recently, to defeat bandits and kidnappers. Well, if that is the yardstick for determining a mighty army on paper, I think The Economist should more appropriately direct that label at the US Army.

Nigeria’s military has been battling Boko Haram for only 12 years now, with a relatively meagre budget because the national treasury is beset by other problems. In contrast, the US military spent 20 years and $6 trillion battling the Taliban in Afghanistan. What was the result? Taliban is back in power in the country even as the Americans escaped with their tails behind their backs.

The British Army wasn’t any better in that respect. In twenty years until 1992, it proved wholly unable to defeat the Provisional Irish Republican Army [IRA], the “Provos” as they were called then, or even to end what the Irish called “The Troubles” in their province. It took the signing of the Good Friday Accord in 1992 to end the British Army’s agony. Now, the British Army is several hundred years older than, its armoury a hundred times more lethal and its annual budget is several times bigger than Nigerian Army’s. In addition, IRA were lightly-armed thugs compared to Boko Haram. So which of the two armies is mightier on paper, if truth be told?

All conventional armies in this world have difficulty fighting asymmetric warfare, essentially because they are not trained for it. Guerillas also have many advantages, including lack of scrutiny of their actions by human rights organisations. The Economist said many of our soldiers are “ghosts” who exist only on the payroll.

This allegation has routinely been made with respect to some Local Government Councils and some MDAs in Nigeria. This is however the first time that anyone is making this allegation against the Army, whose troops are always seen at the numerous battle fronts fighting insurgents, bandits, militants, secessionists and other criminals. Almost everyone in Nigeria can see that the number of our troops is inadequate for our current needs, but no one ever said the number is adequate on the payroll.

The Economist also made the strange allegation that “much of [Nigerian Army’s] equipment is stolen and sold to insurgents.” It should please cross-check with MI6, the British intelligence service. Much of Boko Haram’s weapons came from Muammar Gaddafi’s arsenal, which NATO countries bombed despite pleas from the African Union [AU] to desist. What about the weapons that have destabilized other Sahelian African countries all the way from Mali to Burkina Faso to Niger Republic to Darfur, South Sudan and Somalia? Were they all sold to insurgents by rogue Nigerian soldiers?

What is true is that in the earlier phase of this conflict, Boko Haram overrun many army posts and seized their weapons, a happening which ended with the consolidation of army posts into super camps. That is not the same thing as “selling” weapons to insurgents. In any case, you Western guys withheld from us much needed equipment and material needed to end this war based on allegations that our troops abused human rights of captured insurgents.

That was another hypocrisy. Were weapons denied to the US Army in Vietnam because of the My Lai massacre, when soldiers from Company C, 1st Battalion, 20th Infantry Regiment and Company B, 4th Battalion, 3rd Infantry Regiment, 11th Brigade, 23rd Infantry Division of the US Army massacred 504 unarmed South Vietnamese civilians in March 1968? More recently, were they denied weapons because of the Abu Ghraib prisoner abuse scandal in Iraq?

Nigerian Army needs assistance from friendly countries to finish off insurgents and bandits. Sniping from the sidelines with false allegations, such as The Economist did, will only prolong everyone’s agony.

LETS PARTNER TO REACTIVATE RAILWAY OPERATIONS FROM NIGER TO KADUNA. GOV SANI BELLO SAID.

Worried by the increasing cases of insecurity in the country particularly in some parts of Niger State, the State Governor Abubakar Sani Bello has initiated talks with the Management of the Nigerian Railway Corporation on possibilities of reviving the activities of the Corporation in Niger State.

The Governor who described railway transport as a vital resource to mitigate the challenges of  transporting farm produce across the country caused by the deficit in roads infrastructures in the country, expressed uptimism that the project will improve the socio-economic realities of the people.

Governor Sani Bello who was in ebute meta, the Lagos office of the Corporation with some officials from the state, explained that his visit was a follow-up to their earlier discussions with the Corporation on how to reactivate their services in the state particularly in areas with immense Agricultural potentials.

The Governor noted that with the reactivation of some of the locomotives and wagons, the economic activities around the areas would creat job opportunities and thereby improve the internally generated revenue of the state.

"If we are able to reactivate some of the locomotives and wagons, it will help the market men and women to move within Minna and environs and will also extend the services to Kaduna", he said.

Governor Sani Bello reiterated his administration's readiness to partner with the Railway Corporation to ensure that some of the coaches and wagons are refurbished, to give them better outlook and make them more convenient which he said will boost the operation of the Corporation as there will be increased patronage.

In his remarks, the Managing Director of the Railway Corporation Mr Fidet Okhiria expressed delight with the move by the state Governor and assured him of all the necessary support to achieve the desired objectives.

[a] Determination of Women's Socio- economic Profile in Two North Central States of Nigeria
The study ascertained the socio-economic circumstances of women farmers. Findings show that women in seclusion are significantly different from their non - secluded counterparts with reference to socio- economic status, farm holdings and media use pattern. Specifically, non-secluded women have higher socio- economic status among others. Hence, the study reveals the challenges inherent in agricultural information packaging and dissemination to women in Northern Nigeria.

[b] Communication Intervention Experiment in Bida Emirate of Niger State, Nigeria

This study confirmed the efficacy of multi - media communication strategy for community mobilization in Reproductive Health Education and Youth Development. Also, the study further revealed that Entertainment–Education has a lot of potentials in development communication that needs further exploitation in social engineering especially grassroots mobilization in Agriculture, Community Development, Health and Education.

[c] A Survey of Gender and Communication Variables in Agricultural Information Dissemination in Two Agro Ecological Zones of Nigeria

The study shows the implications of gender and communication variables in agricultural information dissemination in two- agro-ecological zones of Nigeria. Findings reveal that differences exist in the participation of women in farming activities from the two zones and restrictions are agro-ecologically consistent where religious inhibitions are more pronounced in the Savannah Zone than the Forest Zone. Meanwhile, radio and extension agents are the most readily accessible communication channels across the two ago-ecological zones.

NIGER GOVT COMMITTED TO REVAMPING STUDENTS EXCHANGE PROGRAMME. Jibrin Usman Kodo

NIGER GOVT COMMITTED TO REVAMPING STUDENTS EXCHANGE PROGRAMME.

By Jibrin Usman Kodo

Niger state government is committed to reposition and revamp the management of  Student Exchange Program (SEP),
this was contained in a  statement by our correspondent who confirms that the Hon. Commissioner Of Education Hajiya Hannatu Jibrin Salihu has said that this would be done through undertaking comprehensive overhaul of the processes of the programme by synergizing  with other participating States.

The Commissioner stated this at the opening of three - days 17th Conference/workshop for Principals, Monitoring Inspectors and Schedule officers of Student Exchange Program in the 19 Northern States at Justice Idris Legbo Kutigi International conference center, yesterday.

Hajiya Hannatu noted that the program with the theme "Improving Quality and Sustaining the Ideas of SEP in Education Emergencies" was to help young people interact and share ideas among participants.

She urged participants  to deliberate with utmost seriousness and assured them of the implementation of their recommendations towards the management of SEP.

Declaring the Conference/workshop open, His Excellency the Executive Governor of Niger State,  Alh. Abubakar Sani Bello said the idea of students exchange programme (SEP) was created to promote academic excellence and deepening unity among Nigerians.

The Governor, represented by the state Commissioner for Local Government and Chieftaincy Affairs, Mr Emmanuel Umar, lauded Education Commissioners in the 19 Northern states for coming up with the programme at a time the unity of the country was being threatened.

According to him, SEP brings Students together to  interact, exchange ideas and culture as well as building in them the idea of tolerance for one another, adding that there is  no better time than now to install the need to live in peace in the younger ones.

He assured of continued support to the initiative and stated the determination of the state government to give deserving attention to the the communique that would emerge at the end of the programme.

Earlier in her welcome address, Hajiya Hannatu Gwani, Chairman, Monitoring Inspection Unit, SEP Secretariat,(MIU SEP) Kaduna, said SEP was created to help sustain the socio-cultural and political ties among the participating states.

She described the theme of the programme as apt due to the challenges the education system was experiencing in recent time particularly in northern parts of the country.

Hannatu Gwani said a communique would be issued at the end of the three-day workshop for onward submission to the commissioners meeting for their consideration and adoption.

The high point of the event was a cultural and Drama display by Gwape cultural troupe, Minna.
